A Gold Medallist Post-graduate in Chemistry from Delhi University, Shri N. Gopalaswami joined the Indian Administrative Service in the year 1966 and for the next twenty-five years he served in the State of Gujarat in various capacities.  During this period, he has held many senior positions including that of Municipal Commissioner at Surat; Member (Administration & Purchase), Gujarat State Electricity Board; Secretary, Revenue Department, Secretary, Science, Technology and Technical Education.  From 1987 to 1992 he was for five years the Managing Director of Gujarat Communication and Electronics Limited, a leading Public Sector Company in India engaged in manufacturing professional electronics equipment. 

He served in the Department of Electronics, Government of India for 3½ years from August 1992 to January 1996 and was in-charge of Software Development and Promotion before joining in January 1996 as Advisor, Education in the Planning Commission in which capacity he served for two-and-a-half years and looked after the subjects of Education, Culture and Youth Affairs and Sports.  He served as Secretary General of the National Human Rights Commission (in the rank of Secretary to Government of India) from September 1998 to July 2001.  He served as Secretary in the Ministry of Culture from July 2001 to 14th October, 2002.  He was the Union Home Secretary from October 2001 to Feb7,2004 when he was appointed as an Election Commissioner in the Election Commission of India.He was  the   ChiefElection Commissioner from June 30,2006  till his retirement on April 20,2009.

In a career spanning 43 years in Public Service he earned a reputation for uprightness  and hardwork and was acknowledged as responsive , people-friendly and technology-savvy. He has held both regulatory and developmental jobs with ease and competence.

As Election Commissioner and later as Chief Election Commissioner he oversaw the conduct of elections to many States Assemblies and to  the Indian Parliament  which were universally hailed as free and fair.Elections in India have been known to be biggest event-management exercise of its kind in the world involving millions of voters,polling stations  and personnel both civil and  security.During his stewardship Commission successfully implementd many innovations including Photo Electoral Rolls, system of Booth-level officers and Booth-level Agents and further the Commission embarked on Micro-management at the booth level    --  all of which led to violence and intimidation-free elections.
